Rosfinmonitoring: Absolute anonymity when transferring cryptocurrencies is a myth

Olga Tisen, head of the legal department of Rosfinmonitoring, reported that cryptocurrency platforms and clients of the digital asset market voluntarily cooperate with law enforcement agencies, providing them with information about transactions and owners of digital wallets. This is reported by local media.

In this regard, she clarified that the assumption that users conduct cryptocurrency transactions completely anonymously is a myth. Tisen emphasized that there is a two-way data exchange channel between crypto market participants and government agencies: exchanges provide information about wallet owners, and transaction details are disclosed at public blockchain addresses. She clarified that a court order is not needed to obtain information, since crypto transactions are not subject to banking secrecy.

This allows regulators and investigative bodies to effectively track suspicious transactions related to money laundering, financing illegal businesses or other economic crimes. Particular attention was paid to international platforms, including Binance, which also cooperate with Russian law enforcement agencies within the framework of international AML/CTF standards.

Earlier, the head of the Central Bank of Russia Elvira Nabiullina stated that the regulator allows the possibility of direct circulation of crypto assets, but access to such operations will be limited and possible only through an experimental legal regime (ELR) and for a narrow circle of qualified investors.
