He is charged with conspiracy to commit money laundering, violating sanctions related to transactions through a crypto service, and illegally transferring funds obtained by criminal means. One of the charges - operating without a license - was dropped after a court ruling last year that found DeFi instruments illiquid for the classic regulatory approach.

In 2022, the US Treasury imposed sanctions on Tornado Cash, accusing it of laundering more than $7 billion, including funds related to hacking and day trading. However, in the spring of 2025, the project was removed from the sanctions list after a court found the restrictions illegal.

Another Tornado Cash developer, Alexey Pertsev, was already sentenced to 5 years and 4 months in prison for his participation in the project. However, in February 2025, he was released from prison and placed under house arrest. The third founder, Roman Semenov, also faced similar charges, but his case is being developed separately from Storm.

It should be noted that Brazilian Joel Ferreira de Souza was sentenced to 128 years, five months and 28 days in prison for organizing and promoting a criminal scheme to launder cryptocurrencies.
